Summary                       

This edition has been devoted to the sign language. 

International day of deaf was cheerily marked in the Association of hearing impaired of the Canton Sarajevo. This Association helps its members on many different ways in bringing down communication and information barriers. Great number of deaf and hard of hearing people from this association has got mobile phones very cheap, with the option of buying it on credit. A newspaper titled “Boje Tisine” (The colour of the silence) is going out and has been happily red by association’s members.

Union of Association of hearing impaired of the Canton Tuzla gathers associations from 6 municipalities. There are many organised business units in this area where deaf people were employed. However, personal and financial problems are making association’s function difficult.

Our Union of Association of hearing impaired and speaking problems B&H has organised real cultural happening on the International day of deaf. On the day of 28/09, the scene and the atelier of Sarajevo’s Academy of scene arts were bursting with numerous visitors. Theatre show with the title “Prica o jednom snu” (The story of one dream), the exhibition of pictures and drawings of academic painter Omer Mujagic, artistic photographers of Adnan Hadzic, posters with two-hands alphabet of artist painter Nedzad Cosovic, metal figurines of Jusuf Kozaric, folk songs of Ibrahim Coric, the promotion of the magazine on the theme of deaf and half deaf called “Mostovi” (Bridges) – all in interpretation of deaf surprised visitors.

Greater number of representatives of Organizations of persons with disabilities in Federation of Bosnia and Herzegovina and in Republic of Srpska has already had a chance to be introduced with the contents of  The Standard rules. The clarity of orders of standard rules, fighters for the new social place of persons with disabilities use as a strong argument for their demands aimed to the representative of the government institutions, and as a standard for creating long term strategies in the fight for the rights of persons with disabilities. But unfortunately, for the biggest number of government institution representatives, on all levels, as well as representatives of other institutions of the community, “Standard rules” are complete unknown. What is the use of rules in B&H? At the end of November and beginning of December this year, seminar was held in Neum on this theme.

In Croatia in December, a big action was organised for money collection for the purchase of Cochlear implants for deaf kids, titled “Give so they can hear”. Bearers of this big humanitarian project are “the Ministry of Croatian defenders, Europapress holding, “Croatian Radio-television, ”Croatian telecom i “the National radio”. Action “Give so they can hear” is the biggest humanitarian project ever organised in Croatia. Its leaning on the action of “the Ministry of Croatian defenders called “Anamaria in the world of sounds” which collected money for the purchase of 30 Cochlear implants for deaf children of Croatian defenders. The price of one Cochlear implant is 150.000 kuna (approximately 40.000 deutsch marks), and the aim of the action “Give so they can hear” is to collect enough founds for the purchase of hearing devices which would be installed in approximately 85 deaf children out of which 35 are children of Croatian defenders, so they could hear normally. The same action is it the process of organisation in Bosnia and Herzegovina… Independently of this action, in October, the first operation of the installation of Cochlear implant in B&H was done on the Clinical centre of the University in Tuzla.

The continuation of the book “Stimulations by the movement” which Association of the Canton Sarajevo prepares, from the author prof. Hidajeta Glavinic: Stimulations by the movement for the articulation of the specific voice and Chinestestetic and pshycho-motoral upbringing by stimulations by the movement in the rehabilitation of children with damaged hearing under three years of age by verbotonal method.

Separated periods in which we are trying to overcome the crisis are long and intensive. The faster we overcome crisis and really accept child’s deafness, the sooner we would as parents be ready and be able to help. It is impossible to expect from the child to accept its deafness and overcome its crisis if its parents haven’t overcame it before. In these moments, people who are close to us are very important: friends, family members. Of extreme help for us are other parents who have deaf or half deaf child and deaf people as well.

Sign language has its history, and first writings are date from the 16th century.

Resolution of the European parliament of sign languages of deaf people was accepted in the year1998.

What is the status of the Sign language in European countries? In all European countries, deaf associations, their members and their allies are having a strong continuous campaign for the acceptance of the sign language as rightful and equal language of these countries. In the last four years, these countries were persistently worked in the direction of the recognition of the sign language by their law. It is clear that the main instigator to this movement was the moment generated by the Project of the EUD about sign languages 1996-1997, which analysed problems and barriers which were standing in front of the users of the sign language. For the first time, national organisations of deaf were able to act together with other potential partners in their countries in the direction of analysis and the definition of the problem, and to provide solutions for their overcoming. Levels on which different national organizations were taking their campaign for the recognition of the sign language varies, which is understandable from the country to the country, because the actual situation and legal environment vary from one country to another. It is important to remark that the campaign for the recognition of the sign language leans on the researches which demonstrate that the right for the sign language is human right for the own language with independent lexicon and grammatical system. The shows the importance of the researches of the sign languages, because only with them we can put down prejudices of the majority of people – politicians and among them highly ranked government officials – how sign language “isn’t  real language” as that situation is in some countries of the former Yugoslavia. 

Again about the Symposium “Sign language and the Deaf culture”, which was kept in Zagreb in May this year.

The law about the sign language in Slovenia will be accepted by 01/07/2002. Deaf would have right for free interpreter when they start realise their rights in the court and in the organs of public services. Besides that it will be provided 10 hours of free hours of the interpretation on sign language by their own choice.

The coordination committee of the organisations for disabled people of the Federation of Bosnia and Herzegovina, has sent their comments and suggestions on text of the Draft of the statutory about games on luck (such as lotto), and which are in relation to the participation of the organisations for disabled  in the revenues from the games on luck.

Titinus, buzzing in ears. Titinus appears in different forms. Its being characterised by the appearance of sounds in the ear which do not come from the outer source. That means that boring sounds were constantly heard, but without any provocations. Some people simply can’t draw their attention from that; oppositely they focus on these sounds.
